Currently across the country our youths are confused when they are considered an adult because our laws are vague, conflicting and archaic. There are 50 states and over 3,000 counties with many different laws using ages from 13 to 26 years old to define when someone is considered an adult. For example; you can drop out of high school at 16, you can obtain your driver's license at 17, you can fight and die for this country at 18 and be in pornography at 18 however you can't buy a beer, gun or a cigarette until you're 21.
Parents are confused when their parental responsibilities end and the government confuses everyone with the inconsistency and contradiction of the laws they make. Doctors say the body continues to grow and develop until the age of 20 years old. Brain Surgeons and Scientist say that a persons prefrontal cortex of their brain which handles executive decisions, doesn't fully mature until at least the age of 20 years old and they call it "Neuromaturation".
Now in the new millennium we need to follow the science and our laws need to change as they intersect science and common sense. We have evolved from an agrarian society into an intellectually and technology based nation.
Our laws need to evolve too!
All citizens of the United States on their 20th birthday will have ascended to the "Age-of-Majority" or the age someone is considered an adult and emancipated under federal law. This law bestows everyone with the rights of the majority and these rights shall not be denied or abridged by the United States or any state based on age.
Everyone under 20 years old will now be considered a minor under their parents or guardians responsibilities.
We want to make this law the 28th Amendment to the Constitution United States of America. That means we need to get 34 state legislatures to approve or ratify the law, as well as, congress ratification and signed by the President. So, we are going to need your HELP!
The "Age of Majority" and "Emancipation" are defined by Wikipedia as;
The "Age of Majority" is the threshold of Adulthood as it is conceptualized (and recognized or declared) in law. It is the chronological moment when minors cease to legally be considered children and assume control over their persons, actions and decisions, thereby terminating the legal control and legal responsibilities of their parents or guardian over and for them. The word majority here refers to having greater years and being of full age; it is opposed to minority, the state of being a minor. The law in a given jurisdiction may never actually use the term "Age of Majority" and the term thereby refers to a collection of laws bestowing the status of adulthood.
The "Emancipation of Minors" is a legal mechanism by which a minor is freed from control by his or her parents or guardians are freed from any and all responsibility toward the child. In some cases, emancipation can be granted without due court granted when the minor is bound to make a decision for themselves in the absence of their parents, due to abandonment or death of parents.
"Age Discrimination" occurs when a person is treated differently from other people for doing the same thing and our mission is to pass this historic piece of legislation so there is only one legal age for all of the following laws, rules and regulations at the federal level. This would apply to the Age-of-Maturity, the Age-Of-Sexual Consent, the Marriageable Age, the School Leaving Age, Selective Service Age, Military Combat Age, Drinking Age, Smoking Age, Driving Age, Voting Age, Gambling Age, Licensing Age, Age to Obtain credit and the Age-Of-Criminal Responsibility.
Then each state will define their own rules and the enforcement of the legislation. After a decade of research the following are our suggestions and a great place to start from because it levels the playing field for everyone without discrimination.

Military Combat and Draft Laws - By federal law the minimum age for enlistment in the US Military is 17 years old with parental consent and 18 years old on your own. In October in 2008, the president signed the "Child Soldiers Protection Act" into law and it states that nobody under 18 years old should be able to be deployed into a military combat zone. Due to the high rate of deaths of soldiers under 20 and a high rate of suicide, we think you should be 20 years old to serve in a combat zone.
Every man has to register for the Selective Service at 18 years old but can't be drafted until they are 20 or turning 20 years old under current rules. We believe both men and women should register for the selective service at 20 years old.
Pornography Laws - The Television and Movie industry have a set of standards they use to determine when someone is old enough to see certain programs. A child under13 years old can see a G-rated program. From the ages of 13-16 a child can see a PG-13 movie by themselves and when they turn 17, they can see a R-rated movie. When someone turns 18 years old they can purchase, rent and perform in an X-rated adult movie, in photos, in magazines, online or in an adult strip club legally. In all that is decent and good, this law should be increased to 20 years old. This standard would also apply to the ESRB Gaming ratings, Internet, Satellite, TV, Radio and Music Industries.
Gambling Laws - In most states the age to gamble across the country is 18 years old to play the lottery and bet on the horses however, you must be 21 to gamble in most casinos. Many different studies have proved if a child waits to gamble until at least 20 years old they will be less likely to have a problem with it later in life. This is due to endorphin stimulation of the developing teenage brain. We think someone should be 20 years old to make a bet on a horse or a dog, play the lottery, play scratch offs, play the fantasy leagues online or any type of online gaming involving money or credits.
Smoking Laws - Currently there are multiple ages to purchase tobacco in the United States and in New York State there were three different ages 18 years old, 19 years old & 21 years old which was changed to 21 in July 2019. Last year the FDA has changed the age to purchase tobacco to 21, however we think it should be equal to all the other laws and make it 20 years old to purchase, carry or consume ANY type of tobacco or marijuana product anywhere in the United States of America. Cigars, cigarettes, joints, eatables, oils, pipes, dip, chew, snuff, e-cigarettes, rolling papers and all other paraphernalia.
Alcohol Laws - Since the days of Prohibition the alcohol drinking age was 18 years old. The National Minimum Drinking Age Act of 1984 was passed on July 17, 1984 as a mechanism whereby all states would become thereafter required to legislate the age of 21 years as a minimum age for purchasing and publicly possessing alcoholic beverages or the state would lose 10% of Highway Funds. There are several studies stating that they believe the drinking age should be lowered to avoid binge drinking. We think the age should be lowered to 20 years old to coincide with the others and it keeps it out of teenagers hands.
Gun License Laws - 30 states allow teens to purchase long guns, rifles, shotguns and ammunition. Currently in the USA under the Safe Streets Act of 1968 the Age to purchase a handgun is 21 years old. We feel it should be 20 years old to obtain a license to purchase or own ANY type of weapon, firearm or ammunition. If you can go into a combat zone and fight for our country at 20 years old, then you should be able to purchase and own a firearm at 20 years old.
School Age Laws - Each state has different laws requiring children to go to school and what age they consider is enough learning for these youths. In NYS a child can legally drop out of school on the last day of the school year after they turn 16 years old and can't be forced to school. We think every child should be mandated to finish high school and EVERYONE under 20 years old should be mandated to attend a state college, community college, trade school, internship or tech school for FREE! Those people that find themselves outside the mold will be offered training under a National Guard education and community service program.
Juvenile Justice Laws - Currently across America most states have an age of 18 to be considered an adult in the court system, North Carolina and New York have an age of 16 years old. New York is in the process of raising the age. Due to the fact that the brain doesn't fully develop until the age of 20 years old or older, we need to make 20 the age to prosecute someone as an adult in the court system. District attorney's will have the option to place the charges in front of a grand jury to upgrade the charges to an adult crime in cases of murder, heinous crimes and violent offenses. Misdemeanors, Non-violent felonies and Drug charges would be handled in a "Juvenile Court" with the records sealed.
Professional Sports Laws - There are over 10 major professional sports leagues with differing rules when someone is old enough to play or participate in and most of the leagues have separate female and male divisions. The NBA has been advocating for a 20 year old minimum drafting age/playing age and they're vocal about wanting the players to be mature both physically and mentally. We think that All PROFESSIONAL SPORTS Leagues should adopt the minimum age of 20 years old to play or participate in any manner, male or female. That would apply to the following; NBA, WNBA, NFL, MLB, NHL, FIFA, PGA, USTA, NSCAR, PBA, etc.
Voting Laws - On July 1, 1971 the 26th Amendment to the Constitution was adopted and states that the minimum age to vote was lowered from 21 to 18 years old. From first steps of democracy in Ancient Greece, the people of the City State of Athens needed to be at least 20 years old to freely participate in the politics of the day and privilege to vote. We think to make an informed decision, someone should be at least 20 years old and we would have to amend the 26th Amendment to ratify it.
Marriage/Civil Union Laws - Across America the laws to get married vary greatly and in Massachusetts the laws are one of the worst in the country. A girl can get married as young as 12 years old and a boy at 14 years old with parental permission. Everyone agrees that there should be a minimum age of 20 years old to get a Civil Union License which is a contract between two people requiring a prenuptial agreement. Once completed the couple can get married in a ceremony of their faith or choosing.
Driver's License Laws - Motor Vehicle Safety Laws and the insurance industry have stated they have studied our teenagers driving habits for decades and they believe that there should be a law a child can't get a permit until they are 16 years old. They should be able to obtain a conditional driver's license, one that lets someone drive to and from school or work, until they are 17 years old if they have had drivers education. Finally, they would receive their unrestricted license when they reach 20 years old.
State/Federal Licensing Laws - A person must be 20 years old to obtain ANY unconditional license (Real Estate License, Insurance License, Cosmetology License, etc.) A teenager will be able to take these test on a conditional basis and work for a business under an internship program until they reach the Age-of-Majority of 20 years old.
Contract and Credit Card Laws - We believe that everyone needs to be 20 years old to sign a legal contract. The 111th congress reformed the Banking Industry laws in 2009 with the Credit Card Accountability Responsibility and Disclosure Act. We feel that the age to obtain credit should be increased from 18 to 20 years old and we are for lowering the age to apply for a credit card from 21 to 20 years old.
Tattoo/Piercing Laws - In Idaho a child can obtain a tattoo at the age of 14 years old, with parental permission or consent. We think that is too young to permanently scar a teenager's body and think the minimum age nationally should be 20 years old.
Child support Laws - In some states, child support laws stop when a child graduates high school which could be as young as 16 years old and other states are 21. To be fair and consistent when a child becomes emancipated from their parents at the age of 20 years old, the child support would end, unless agreed upon in court for further years or until finished with college.
Abortion Laws and Reform - The Abortion laws vary from state to state on the age required to get an abortion with some states children can walk in a clinic and get an abortion on demand. We believe the age should be 20 years old to get an abortion without signed parental permission from at least one parent or guardian. If a person doesn't want to notify her parents or guardian, then they can acquire a judicial bypass where a judge would hear her case.
Equal Rights Laws - Everyone under 20 years old will be considered a minor under their Parents or Guardians responsibilities.
Once someone reaches the "Age-of-Majority" of 20 years old they will be treated equally in the eyes of the law and there shall be no discrimination of anyone's Civil Rights, Equal Rights, Disability Rights or Human Rights based on Age, Race, Religion, Sex, Sexual Orientation or Sexual Preference.
